One of the great secrets of a successful methodology is that it is focuses on what to do, not how to do it. Unfortunately, when organizations buy a methodology, they buy it for the wrong purpose. Organizations buy a methodology for the purpose of learning how to do something, and that automatically limits the effectiveness of the methodology.
